A KHATA issued only with NDC (NO DUE CERTIFICATE)

Hello,

My father owns on BDA plot (bought 20 years ago) which has no khata generated till now. So I enquired at the BBMP office and the REVENUE INSPECTOR informed me that only B khata can be issued. If I need A khata, I need to get NDC (NO DUE CERTIFICATE) from the BDA office.

Can someone please let me know if you have gone through the same and let me know the process?
