Advice on pavamanapura

Hi all, I have almost I'm final steps of finalizing a site in pavamanapura phase one block two, based on papers what i see is layout is DC conerted and pachayat approved in 1992, but each sites owners paid betterment charge and got individual a khata , so based on this pocessing khata from BBMP does it mean layout has been accepted by BBMP and it not illegal layout ? Please guide since the rates on this layout are almost matching adjacent bda site rates due to snaitary and bwssb pipeline work in progress. Any other precautions have to take since am investing huge sum almost all life savings on bet now
