Kuberananda sagar site num 1 to 130 phase 1 is under litigation

Hi all,
My site registration done in kuberananda sagar layout. I had been there to pay the tax. New rule is have to do e-khata. When asked for the documents from ESS AND ESS infra, they told site number 1 to 130 is under litigation. Has anyone faced this? When contacted telecom society they told to give 3 months time to solve.
