Borewell digging on the road

At many places I have seen people digging out the borewell on the road, right in front of their house. Many houses in small lane's sites do it as they don't have place inside the house. But I have seen this on busy main roads as well. So I was curious to know if this is allowed as per the law? And if not then why doesn't BBMP/BWSSB people take action?

you need to be clear, whether its done by an individual and taken connection to their house alone or it was dig by BBMP/BWSSB as a back up water source for that area. Quite often our BBMP corporators found it as a source of income for them to use their local area development fund to dig borewell and give additional water connection in their wards and collect some money unofficially for the same from the end users.
