Planning to construct a small house in BSK 6th stage

Hi, I am planning to build a small house (Some 3 squares) in BSK 6th stage,7th Block as its been 10 years since the allotment and I feel its better to build it now at least so that I can get the absolute sale deed from BDA (As per some 1986 lease rules laid by BDA). Need your advise about which office to approach for Plan sanction. Also need an estimate for the cost of Plan approval for a 300 square feet house.
I am planning to build just 300 sq ft now and get the absolute sale deed and extend the house in future after the layout develops.
Got to know that without a house being built, BDA will not provide absolute sale deed and may cancel the sale which they have done? But I find that the entire BSK 6th stage is almost having Vacant sites.
