Views about vysya bank colony

hi members,


i am willing to buy a old house/plot in vysya bank colony (ShantiNekatan layout). in 2013 there was flush in lake,that caused trouble in the layout members. the price broker quoted me was pretty much high as vijaya bank layout. i need to clarify few things

broker says we need to pay association maintenance, -- do we need to take permission from association for demolishing and constructing new house (g+2) ? and one more thing is that an individual can sell the property or through association ?? because there is a layout in billekahalli which is a gated community heard even they are keen about tenants is that really necessary ?
