Impact on BDA site prices in view of BBMP cercular

In view of BBMP circular to issue A-khata after collecting betterment charges to DC converted properties, what would be the impact on BDA allotted site prices?

The BDA sites are in demand due to the marketable title and loanable.
As several ten thousands of B-Khata properties can be converted to A-khata, with which these sites are also eligible for bank loan, would influence the current demand of BDA sites in the near future and there by appreciation prospectives.
What's your opinon/thoughts?

One of the main reason for premium charges for BDA Site was, its Khata, which Banks were demanding for loan processing.
As BBMP will start issuing the A Khata to the DC-Converted sites, many people will shift their focus to the good locality
within the city limits to have their site. Of course these sites may not have wide roads and planned civic amenities. But
they will get genuine titles, which enables for Bank loans for plot as well as construction.

it will definitely make a small dent to the Demand of BDA sites in the long term and may normalize the price. At the same
time price of these BBMP DC Converted sites(which gets A khata) will become higher now.

Ex. Railway Layout(Bhavani Nagar) and SMV 5th Block are commanding Rs. 5,000 to Rs. 6,000(of course due to middlemen).
But the DC-Converted layout just opposite to these layouts were in the quoting in the range of Rs. 3,000 to Rs. 4,000. Now
these will get at least another 10-20% hike in their price once they get A Khata.
