Clarification on VAT and Service Tax

Hi,
This is my first post on this portal and would like to start with a query.
Does any one knows the current calculation of VAT and Service tax on the Flat under construction/Construction yet to start ?
I have googled a lot on this topic but still not sure if there is a standard calculation available.
And if anyone can refer to me any legal or declaration from the government, on the basis of which I can talk to builder to get the right price.

Anyways have asked the builder to provide their calculation on the same. Waiting for response.
