borewell before plan approval

My contractor is insisting on getting the borewell done before getting an plan approval (plan approval going in parallel) and this is the norm in bangalore. Can someone please confirm? has anyone done something like this before?

Borewell and plan are not connected. I did do my borewell before plan approval. Just make sure that the plan you intend to build and submitted for approval, and the location of borewell do not interfere with each other.

Also, a quick note - there is an approval process for digging a borewell (that has started recently). You may need to check that out as well.

My contractor says borewell approval is not for outside city limits area. Specifically for areas near/in Gubbalal gate in Kanakapura road - is this right
