investments after chickballapur

WIll there be a decent appreciation on lands after chickballapura (16 kms)?
There are lot of them - one that I am interested is in California County

no water, no electricity.. chickballapur itself , takes a long time to develop as satellite town to proposed projects in devenahalli..
16kms from there.. looks bleak atleast for next 3 years..
