Connecting to Kavery line where pumping has not started

Anybody has connected their pipe lines to cauvery lines, where pumping has not started? Do I need to get BWSSB permission for that ? I talked to my plumber and what he says is I need not get permission for that but can just connect it. Later when pumping starts, BWSSB folks will come and fix the meter. For that matter, my plumber suggested not going for road cutting permission from BDA for sewerage line now as I will have to anyway pay it again when cauvery pumping starts. According to him , just do the digging on a Sunday and if the BDA officer comes, just pay him something and tell that I will get the permission when the BWSSB pumping starts. I dont want to get into unnecessary troubles and at the same time not convinced that , if I pay the road cutting charges for sewerage lines now to BDA and have the receipts kept with me, they will charge me again. Is that the case ?
