cost of construction for 1st floor

I am planning to add 1st floor on to my house that is on 30*40 site (approximately 10 sq). I would greatly appreciate input from the forum members:

The contractor that I have spoken to has quoted between 1300-1500 per sq with his material list. The list includes teak for front door, honne/sal for the rest. Vitrified floor tiles and granite boards for the kitchen. Any other fittings is extra. Also the work outside is 50/50. I guess he means balcony, extension etc. Does this sound like a fair deal?

What are your thoughts on using pvc windows?
