Since you do not yet have BDA approval for the plan and the site numbers are not yet confirmed (At this stage in the process, once is not sure if BDA would ask for any change in the plan and even if there are no changes, one would not be sure which 60% of the sites would BDA release for registration), what would be taking the advance against?
Let me clarify. Our first phase is 10 acres (120 sites) and we will get BDA approval for entire first phase and BDA will release 60% sites. Once we do 100% development, rest of the 40% will be released. Means, 60% sites will be ready for registration and only booking can be done on 40% unreleased sites.
BDA approval for entire 10 acres means it's 100% safe and secure from letigation, acquisition and other negative legal issues.
So, if you pay advance amount and book a site which is not under that 60% it's not like that is under risk. The only thing you cannot do is immediate registration. Once developments get complete, rest 40% sites get released and then you can do registration if your site comes under that 40%.

I understand from your reply that if the site booked is not under the 60% released site, one has to wait longer (till the developments are complete and the remaining 40% is released). what is not clear is what happens when BDA requests a change in plan and the resulting in changes in the plan alters the site numbers. Let me elaborate,
Normally when we do a booking/agreement, the booking or agreement is done against a particular property ( that has site Number, schedule, etc.). In your case, the plan is not approved, so we are not sure if BDA would ask for any changes in the plan. If BDA requests changes in the plan, there is a likely hood of the physical location of the approved site being different than the physical location of the site for which the advance/agreement was made. So my question is, are you taking advance against a generic site in a survey number (ex:a 30x50 North facing site in survey number X ) or a specific site number?

Possibility of alteration is there but not more than 10% at all. Alteration means, only site number will get changed. No physical change will happen. If it was 30X50, corner or park facing plots then after alternation also same status will be there. Similar case for 60X40 and odd sites also. Example: if plot number was 8 that might change to 9 or 10 that's all. Don't think that today you book a site which is east facing, corner plot and after approval it will turn to some other status. I am telling you, only site number will get change.
See, we are doing booking through both the methods you mentioned because there are many buyers who are very strict about location, features and facilities and wants bloacking to be happen on that particular location. They don't bother for site number. If some changes happen with number also, they want to be sure that location must be same.
Some clients who wants to go for booking on survey number basis.
Therefore, for all these issues, we are trying to make the booking system flexible - not be strict with anyone options.
