HBR Layout - Will BDA acquire vacant lands?

Guys,

I have a vacant 30x40 plot in HBR layout, in close proximity to BDA complex, park, schools, etc. As I wish to keep the land for investment, I do not wish to construct any house as of now. But I am afraid with BDA law if they would issue notices on vacant lands kept for long time without any construction and if they will re-acquire them from owners?

I have the plot with surrounded wall for protection from intruders. Will the wall help? Or, is it advisable to construct 1 BHK for safety purpose?

If I wish to construct 1BHK with borewell, how much it would cost me?
