Running land rates in Royal Placid

Hi
I have an offer for site in Royal Placid phase 2, haralur road.
This site is a BBMP site but the layout does not have BDA approval it has only gramathana approval, is it safe to buy this site ? Do we get bank loan for this site ?
Also what is the running land rate in this layout ? the owner is quoting 3000 per sqft
