Express way to airport thru Hennu
Hello All,
Many of you in Bangalore will recall a plan to construct Express way (much of it elevated) was mooted by the state government way back in early 2000 and finalized/notified in 2007.
The routing of the express way as planned then is avialable in the link in the list of acquisition then for road alignment. The link to the details is http://www.bmrda.kar.nic.in/expressway_noti.htm
Once BIAL the new airport came up in May 2008 and the NH7 (Bellary Road) seemed adequatet, this proposed Express Way plan was subsequently scrapped in 2009 due lack of funds/ownership see link below

However, it appears that in view of a proposed a High Speed Rail Link to BIAL running parallel to NH7 as well as multiple flyovers that are being built on the NH7 (Bellary Road) to make it signal free, the Karnataka Government (BBMP/BMRDA) have revived the plan for the Express Way and the last State Cabinet meeting held around 10 days back, this has been approved for a go ahead as an alternate access road to BIAL.
I have recent copy of Govt Gazette and file size is more than 2MB and hence I am not able to upload to this message.
As most of layouts are approved by BIAPPA which are coming under notifcations, can BMRDA acquire them for development now? I see Ferns layour near Bagallur is also affected.

Hi All,
Any updates on this express way? Ferns say that the express way got scrapped and they filed a case in high-court to release some of the plots in Ferns Aspen Heights which are still blocked by the BIAPPA/Govt.
I am seriously planning to buy a plot there and almost finalized the rate too. Only One thing bothering me is this express way.

Hi,
Merely because a layout is BIAAPA approved doesn't mean that it is insured from acquisitions for Roads. BIAAPA is just an area planning authority and they give approvals based on the zoning, presence of canals (raja kaluve) and presence of planned roads. BIAAPA refers to the CDP Map before giving approval. Also in my personal opinion, it is mostly a tool for Govt officials with a few colored pencils in their hands to make money in the guise of 'approval per plan'.
If newly planned roads are not in the current CDP Map, no one can stop from those roads cutting through any BIAAPA approved layout! The best example for this is the planned ITRR (Intermediate Ring road) on IVC Road (road facing Sobha Lifestyle villas and Airbus/CAE office) that cuts through a host of BIAAPA approved layouts that were already approved prior to the planning/incorporation of ITRR all along the IVC Road in the CDP-2015 (revised in 2007).
Nevertheless, in the case of ITRR, since that road was included in 2007 in the latest CDP, BIAAPA will take into consideration the alignment of the ITRR before giving new approvals for new layouts.
While age-old BDA layout properties with prior constructions are getting notified and successfully acquired for Namma Metro, how much of a holding would a 'BIAAPA approved layout' have?! Any type of court-injunction would only be temporary.
