It seems there is no end to the miseries of people allotted plots by the BDA. After trying to usurp sites by building sheds without the knowledge of owners, encroachers have now come up with a new idea — bury a body in the plot and call it a graveyard......

its nothing but height of greediness from both side.
On one side -Even though there is a specific clause while allotting that, once BDA allots the plot, owners have to construct their house within certain period. But Plot owners by giving XYZ reasons - wait as long as possible to milk more money by selling it at a later stage.
On the other side, few corrupt minds are much more intelligent and always take the short cut and try their best to steal those plots whose owners are careless of their asset.
