No it is not withdrawn. Illogic or not, unlikely they will withdraw the same in near term given that the Govt is looking desperately to increase the revenue,

Empty plot maintenance is way to go forward to encourage allotee to build and start staying in that plot. BDA plots are made with purpose of helping locals to make their dream home at affordable cost.
We should rather look at what are the responsibilities BDA will take after collecting maintenance fee. As general public we lost to demand legally bound responsibilities of an organization that is collecting maintenance fee.
I feel allotee should fight for adding these under maintenance fee responsibilities
1. Cleaning of weeds every 3months by BDA
2. Make sure no dumping is done in empty plots
3. Illegal occupancy should be brought to owners notice
4. Rain water drains to be maintained by regular desilting
Its named as maintanance fee not as penalty fee for not constructing, so one should submit pil on the same otherwise it wont stand in the court of law.
