Go by BOQ method don't give contract based on minimum specifications like this. I had given detailed BOQ rates in one of my threads.
Mention price of each item like steel, cement , sand etc assumed by contractor with a clause that if you supply that item at what rate he will remove it from BOQ. Lets say he puts X brand at A price later you should be able to supply 100 bags of Y Brand and he will remove 100xA from bill based on quantity.
