How to obtain approved layout plan

I am in discussion with an owner to buy a site in an old layout. This site is a B-khata site, but the owner says that a few of the surrounding sites have obtained A-khata after paying betterment charges. I read on the internet that a copy of the approved layout plan is needed to apply for A-khata.

The site owner does not have a copy of the approved layout plan(he's not the first owner). What is the procedure to obtain a copy of the approved layout plan from the government offices?
