Could you please help me what would be the cost to get plan approved by BDA, and also the process before construction of house on a BDA site.

HI,
Plan sanction for a 30x40 site will be 1-1.25 lac approx for 3 floor permission and 40x60 site will be 1.75-2.5 lac for 3 floor permission.
Plan sanction charges will vary based on the site location and development condition of the surrounding .

Thanks @ardesarchitects. I'm planning to buy BDA plot from an allottee who already has the plan approved, but has not built the house yet. Does this mean, I have to get a new plan approved or will the existing plan that was approved can be used?

Thecnically sanction drawing is connected to specific site not to the owner, so you can build the home with the same drawing , but you will have issues with bank loan as the sanction drawing will be in the previous owner name.
You need to check for the same if the bank will accept it by attaching the new sale deed and make sure you collect the sanction fee reciepts paid by the owner as they are more important while you deal with BDA or BBMP.
Change of owner name in already sanctioned drawing may not be possible with out paying new fee, i would suggest you to check once with BDA for the same.
