Need information regarding bda house plan approval

Hi everyone,
I am about to buy a site which is next to Rain water harvesting drain , which usually work when lake is over full during monsoon especially.the site is 30 meter away from drain bda has kept 30 meter buffer between site n drain

I wanted to ask how to get to know whether bda is giving approval for house plans there ???(I want this info before buying the site)as I do not want to get into unnecessary complications.
There are houses in that lane but those got constructed last year or before.
Are they any new changes in NGT guidelines which I am not aware of.

Please give your valuable suggestions.
