you must also be aware, BDA was unable to find buyers for their auction sites in many areas in the recent attempts.
Later they gave silly excuses like demonetization..etc for their failure. Nowadays people are not ready to pay any
price fixed by BDA for the auction sites which are mostly the corner or intermediate sites in a pure residential areas.
Majority of Buyers who buy these auction sites will have commercial interests. But lot of cases are reaching High court
nowadays & BDA is unable to answer its way of working i.e. allowing commercial activities in a residential areas and
struggling to give any permission for commercial building.

So BDA Auction price can't become a base price for selling a plot in a BDA layout at least in the current scenario.
