BDA Tax Challan for FY 2016-17 for SMV Layout

I received today, it's Rs.7,928/- for 40*60 @ 6th block

Is this for a vacant site or for the house. If it is vacant plot are they imposing any penality ?.

The only objective of BDA in imposing more taxes and imposing penalty for vacant plots is to make sure that every one builds houses. This in turn would lead to increasing the housing for people which is one of the objective of any Govt. On the contrary, if plots remain vacant, it does not lead to any development at all. When BDA has given all the facilties like Kaveri water, Drainage, electricity etc.. then it is fair on their part to expect people to build houses.

Buying a plot should be intended to build houses, Not for investment. Investment in vacant plots is only till such time, the govt agency provides the basic amenities. After that Govt expects people to build houses.

So, the new rule of penalty for vacant plots is in the larger interest of the society and development.

Maybe, but what about those who can't afford to build? How is it fair to push them further down by taking away the one property they have?
There are many such people, isn't it?

No, there is no such section that mentions any amount as penalty. This is the revised tax structure is what i understand and that's what it'll continue to be.
This is what they have taken time to arrive at, i.e., revised tax structure.
We may not understand how it's computed, but I don't see any term as "penalty" or the equivalent of this in Kannada in the tax challan.

you are absolutely correct, building house is not easy nowadays. minimum 35lakhs required for 2 floors. where we get tht much money to build a house? will govt give 0% interest to build house as they are forcing for vacant plot owners.
they should think in all the ways.

Why should the government allot sites without giving basic amenities? They should allot only after providing all the amenities and expect people to construct in 10 years. They have taken 12 years to provide basic facilities. It would be reasonable for them to wait for 10 more years before complaining about people not building houses.

How are you calling this penalty? Is there any such word in the tax challan? As I understand, there is a word as samanya terige, which means Normal tax, so how is it Penalty?
Can you explain?
How is everybody concluding that it is Penalty??

They have 2 columns in the challan one is samaanya terige and the other is kara. There is a foot note that says, The revision in property tax is as per Commissioner's circular No.149/2016-2017 dated 30.06.2016.
