Tower Bolt length for doors

what is the recommended length/height for a door(wooden) tower bolt for the top?

My carpenter told me that we need to leave 5" allowance from the last horizontal rod for tower bolt access. Just got started with wooden frame work. So that's all I know

Usually 8" is recommended for main door top tower bolt.
