you are right, normally its allowed in CA site.
in BDA Zoning Regulations-RMP 2015,
Table 1: Permissible Land uses in Residential category
R Residential land uses
1. Plotted residential developments
2. Villas, semi detached houses
3. Apartments, Hostels, Dharmashala
4. Multi Dwelling Housing, Service Apartments.
5. Group Housing ( Development Plans )
but the same is not so in Anekal LPA which covers a lot in residential zone.
what all permissible in residential category, zone is allowed on residential sites with in the respective jurisdictions (BDA / BMRDA / BIAAPA / BMICAPA ETC).

Again you are misinterpreting the terminologies. Residential Plot/Site and Residential Zone are not one and the same. A residential zone can have Public structures. But not a residential Site. Have a look at the definition based on per their purpose made by BBMP & decide yourselves.
‘Residential building’ means a building used or constructed or adopted to be used wholly for human habitation and includes garages, & other out-houses necessary for the normal use of the building as a residence.
‘Public and Semi-public building’ means a building used or intended to be used either ordinarily or occasionally by the public such as offices of State or Central Government or Local authorities, a church, temple, chapel, mosque or any place of public worship, dharmashala, college, school, library, theatre for cultural activities, public concert room, public hall, hospital run by public institutions, public exhibition hall, lecture room or any other place of public assembly.
‘Commercial Building’ means a building or part of a building, which is used as shops, and/or market for display and sale of merchandise either wholesale or retail, building used for transaction of business or the keeping of accounts, records for similar purpose; professional service facilities, corporate offices, software services, offices of commercial undertakings and companies petrol bunk, restaurants, lodges, nursing homes, cinema theatres, banks, clubs run on commercial basis. Storage and service facilities incidental to the sale of merchandise and located in the same building shall be included under this group, except where exempted.
'Industrial building’ means a building wholly or partly used as a factory, for the manufacture of products of all kinds including fabrication and assembly, power plant, refinery, gas plant distillery, brewery, dairy, factory, workshop etc.

In Bangalore, in most BDa layouts, we see residential buildings and residential houses next to commerical shops and complexes. Also, many residential sites have got converted to commercial outlets. For e.g., we see aerobic centres, daycare etc operating from residentail premises. So, does that mean a residential site can be converted to commercial or public/semi-public use ? Any comments ?

Yes. Possible.
Corner Residential Sites & those on Main Roads(roads wider than 40 ft) can be converted to Commercial category.
There is procedure for conversion both in BDA and BBMP Zone. After conversion, you may have to pay Annual Taxes
at commercial slab.
