Can some body provide details about malur planning authority.
When a layout is approved by malur planning authority, is it equivalent to BDA or is it just DC?
Please suggest about purchase of a site around chikka tirupati which is approved by Malur Planning authority ... Price is not known, dealer is telling to come and meet for discussion, how much we can pay per sqft. Please advice. ...

'approved by Malur Planning authority' doesn't make any sense. Checkout http://www.bmrda.kar.nic.in/ Go to Local planning area , Malur planning authority is not listed here, I don't think it exist etall.
Go to Approved Layout link to verify whether layout is approved or not. This site list Unauthorized layouts also so check it first.
Layout should be approved from BMRDA. Floor plan for your site will be approved by Gram Panchayat.

Malur will not come under bangalore limits, so in my opinion that will not be listed in this site ...

I have seen layouts on Bangalore-Malur Road. But these are on the outskirts of Bangalore limits and it does not fall into BMRDA category. As you said, they fall under Malur planning authority. The roads leading to layouts are rough with pot holes on roads. Yet, some layouts on are on main road and it would take ages for development. I don't think the area will fetch good returns compared to Hosur Road, Airport road, etc.
My advice to you would be not to venture and invest in these isolated locations. Instead, hunt out for plots in layouts that are popular and which come under BMRDA jurisdiction. Cheers.

i have seen yesterday adv on Karnataka Housing society plots with name Green city at 930 rs sqft in Malur area with BDA NOC etc. Is anybody have information on this??

As per BMRDA website FAQ Section, Malur taluk(From Kolar District) falls under BMRDA authority.
The Bangalore Metropolitan Region Development Authority (BMRDA) - for Bangalore Urban and Rural Districts and Malur Taluk of Kolar District excluding the areas covered by BDA, BIAAPA and other LPA's.
