I think you should decide based on how much risk you are willing to take. Personally I feel it will take until Feb-March for full release. I dont think the developer will abandon the rest 40%. By this I mean basic things like road sanitary only and not club house etc.
On the positive site you can get the unreleased plots at lower price. Maybe you can negotiate with the developer to agree to book the plot at a lesser initial amount say 10% and pay rest later. Last I saw water pipes and power was done and roads being laid. So progress was ok. Not fast but not too bad as well. That was a month ago. Not sure now.

Situation is more or less the same, only gravels are put on the road and it is not asphalted yet, but pavements are being built, but not sure about the progress as I am not able to visit on weekday to see if people are really working to finish it off! The developer is now quoting 2700k for unreleased plots, I have to fix an appointment with the marketing person as I am unable to get hold of him. . Also LIC approves loans and BDA releases plots based on the progress so even if the developer does not want he wil have to show some progress if he wants the money for the remaining 40%. I think because of the slow progress and other issues only the prices are still around 2500-2800. Otherwise for a BDA approved plot in a good location ppl quote lot more based on my search. For me I was looking for something which is legally ok and approved and will be developed in 1-2 years. So I was ok with the slow progress since location was good and the area was ok. So instead of looking at DC converted layouts I felt this was better. So as per me you should really decide based on your preferences.

Whats your opinion about the High Tension line passing through the layout ? Is the location good due to its proximity to Hosur road ? Or because of proximity to NICE road? Its approx 2 kms from Hosur Road but I think due to the 1 km bad patch the layout is not yet inhabited. Good part is that Manipal County is right behind and so I hope the greenery/trees will remain and would not be replaced by concrete jungle. Also, the layout is 20+ acres and so should be a good place once inhabited. Regarding 40% release sites, 6 months is a very very optimistic time frame (I feel it will take a minimum of 12-18 months). But from my experience, you can trust the developer that he will not vanish with your money.

Some studies say that HT power lines dont really affect that much as compared to electronic objects at home. Even when considering the effects I think the power lines are 22KV power lines. For those lines minimum distance is 10-12 metres for safe construction(as per search on google
). This I think is already the case since it is surrounded by park+road of 9+9 metres from the nearest plot. Otherwise there would be no BDA approval.

By location I meant in general that there are good number of ppl living nearby with so many apartments and layouts. So it is not in the middle of nowhere. Additionally EC and ORR are at close distance and now also news of metro station. I think the entire stretch from Skylark Zenith to shreshtapada apartments is well populated.
About the last stretch of road not sure why the work started was stopped by BBMP. If that is completed it should be nice. Maybe all can join the complaint link posted by saibabu and see if there is a response. Also one thing I would like to know is what comes up between the last turn of the road and the layout. This is one stretch of land which is empty on the left hand side and not sure who owns it. On the right hand side there are two DC converted layouts which have some houses built. @sriram since you own a plot from phase 1 maybe you would know more details.

simplycar: Today I had called up a person willing to sell his phase 1 plot and he quoted 2300/sqft when the builder is quoting 2700! Why is that?

Dear Kiran, Would you be more comfortable in buying if the resale price was Rs 2800/- instead of Rs 2300/- !! I dont think there is any catch in the resale price. In almost all cases, the resale price is lower than builder quoted price since its easier and more comfortable to deal with the builder than with a resale from an individual. The builder price of Rs 2700/- is negotiable while the resale price may also be slightly negotiable. Around 7-8 months back, the price of Phase-I was around 2000/- so Rs 2300/- is already a good price in comparison. The seller may be looking at selling the site fast and may not want to optimize on the last Rs 100-200 profit. If you like the resale plot location and are comfortable with the seller you can go ahead. You stand to gain around Rs 4 lac (for 1200 sqft site). As far as I know, legally Phase-I is ok.

@simplycar I am not aware who owns the land on the left hand side of the road. Even after the Duo City layout, there is quite some vacant land but I am not aware of the owner. The last 1 km connectivity is what is the major bottleneck. Till that improves, very few people would be inclined to build. I have also been waiting for the past few years to build a house.

too many people having this confusion of rate difference between phase 1 and phase2 plots...
Personally i feel rates in phase-2 will be higher than phase-1 beacuse
1. Phase-2 is nearer to main road. If u consider the distance from the main gate to remote corner of phase-1 plot....it will be more than 1 kms...which really matters
when u want to construct the house and start living. Moreover in immediate future, existing main gate is only better entry.(though some entry/gates come on the
other side)...... This really matters when some shops and all will come on main road and it becomes very handy to be near main road.....
2. Other side of phase-1 ...outside the compound is not that clean
3. Moreover anyone given option for reasle and directly from the builder.... i choose builder...as i will be first buyer...
4. Additionally Buyers who bought in phase-1 bought long time back around 2006 and for lesser price (as per info i got it in the range 450-600). So when they want to
sell they can be liberal to sell at 100-200 lower,, ....This is one main reason....to attract buyers from phase-2 by quoting lesse price....
I think if we consider above points....their is no problem with phase-1 prices quoting less....
But one should consider their own priorities as Simplycar repeatedly mentions in his forum...Does 3-4 Lakh really matteres/builder is better or reseller is better/what is the construction plan? imemdiate/waiting....
At the same time on con in phase-2 is ...it all depends on builder ...when he completely develop the phase-2....so that practically one can start construction.....
So one need to consider all the points and decide what is best in his/her personal priorities......
Personally i booked site in 2011 november and waited for final approval and registration.....
I visited site last week and saw incremental difference in last one month...because till may-Jun this year ...there was absolutely no development.....it all started after that... I think now main work pending is closing the chambers with slabs/footpath and road...(not sure about other amenities than these basic )
Hopefully they do it fast as releasing of remaining 40% sites by BDA all depends on this....
