New BESCOM connection

I'll be shortly applying for a new bescom connection for my 3bhk duplex house which is in finishing stages.

1. My contractor is suggesting me to apply for 2 meters 2KV and 4KV ; one for sump motor and outside lighting and the rest for house. Is this a good idea or should I go for one meter with say 5KW. Pls suggest.

2. Does the cost depend on the number of meters ? Typically how long does it take to get the connection ? Pls let me know

My contractor who is applying for temporary connection is saying to apply for permanent connection of 5KV ,and it would cost 5600 Rs with some service charge which would come around 1500 to 2000 Rs i feel as he need to draw electrical drawing etc. Did you applied and received the same.
