'a' Khata without Betterment charges

Hi,

Can i get 'a' khata without paying betterment charges, if so will it be a proper Khata or do we have to pay betterment charges in future?

One of my relative got "A khata" in Kengeri without paying better charges. He paid abt 30k to get the A khata (earlier he had "B" Khata). He now has got khata certificate and extract. The only issue, there no "entry" available (i.e., you cannot get the info on BBMP website - details of khata). he inquired with BBMP guys and they told him that it will take another 6 months for the entry.
What are implications of not having the "entry" and does this affect if we go for any bank loan (nationalised banks)?

The very word khata means it is an entry into a book. AFAIK, A khata has to be entered into a book and then a certificate and extract given out. If it is not, one needs to be concerned if it is a real khata or fake one- nothing is impossible these days.

ew layouts/ lands converted got 'A' Khatha without paying betterment and book entry in Bommnahalli zone areas, but now for transfer of khata asking to pay betterment charges

'Khata' as per BBMP byelaws means an account for BBMP to receive taxes into for area maintenance. Khata can be bifurcated into smaller units of any property or amalgamated where two seperate units are to be treated as one. Other than being an account certificate, Khata does not have no more authenticity to certify a genuine property.

A Khata - is the proper account where the developer has paid betterment charges to BBMP

A Khata conditional - is a temporary account where the developer swears by a affidavit that he will pay the betterment charges in a certain period normally 6 months and requests for a account. Developers misuse this, and bifurcate the accounts into sites/flats on a conditional A khata basis. Anomaly happens here, if the developer does not pay, then the BBMP will issue a notice to the developer but does not cancel his khata, they issue a B khata for the next purchaser only!

B Khata - B register (not Khata) by general meaning is a risky plot which does not have clear legal documentation, this can happen when the property might be on a unauthorized layout, revenue layout formed on agricultural land, DC converted land, in case of an apartment has not received occupancy certificate, betterment charges not paid by land owner, in case of a building where there is no plan approval or any other form of non-compliance to municipal rules and regulations.

Plots with "BBMP A khata" without betterment charges are NOT eligible for Site or Home loans from nationalised banks.

BBMP A katha with book entry(since earlier panchayath entry was there) without Betterment charges, but to katha transfer from landlord betterment charges needed to pay. loan was approved by major banks.
