Borewell pump installation estimate?

Does anyone know why are these installation guys charging nearly 90 Rs per meter of wire? I checked cost of Finolex 4sq mm wire in some retail store and its nearly 30 Rs per meter. (2500 Rs per 90meters bundle)

My borewell which has been installed in Sep 2012 has given trouble, however, as it is under warranty, the company will take care of doing the needful.
They are asking for Rs. 6000/- for taking out the submersible pump at 900 ft and re-installing after doing the repair. Do you think this is reasonable charges ?
Please advise.

If both lifting the pump and re-installing if after getting repaired then its really worth it.
