Any chances for Arkavathy to progress ahead this time

Hi All,
With reference to the recent developments , can we expect the work progress to be faster

Is there any list of villages which fall under this Arkavathy layout?
Is there any clause from BDA on term for which the Allotee cannot sell the plot ?
