Regarding BBMP/BDA aproval

i want to book a villa near kadugodi in seegehalli panchayat . the builder says he got the conversion from agricultural to non -agri residential purpose with special deputy comisioner , bangalore distrct and is a schedule A property . and the saction plan issued by seegehalli gram panchayat . pls suggest if its ok to proceed? Is BDA/BBMP aproval needed ?

Also if someone can suggest any good lawer for document verification it will be very helpfull.
