Are the below charges applicable for a BDA approved layout like ( Eg Royal county ) .. I presume these would have been covered by the developer.

betterment charges - 30k
Cauvery Water Cess - 15k

Hi kanchakumar,

There a lot o extra charges that you've mentioned. The betterment charges have to be paid against the site and the cauvery cess is also an added expense. now as far as the bribe goes for the plan drafting and online submission, the quote seems quite reasonable. the only reason i was charged 25k was because the plan drafting was done by my architect, n from what i hear the agents hardly budge from this amount. my tittles were all clear and betterment charges were already paid for. In your case the main charges only for building sanction comes upto 65k which seems quite reasonable to me. the bribes for your betterment charges and khata extracts can be negotiated, but only if you do it personally like jackal mentioned. The agents are only out to make a quick buck n dont fall for their fake pretence of trying to help you out. accompany them on one of their visits n talk to the officials personally if possible, is what i would recommend.

As far as my understanding goes you dont have to pay betterment charges for a BDA approved layout as its already paid for during the time of the layout development. It held true in my case. Usually for non BDA layouts there are seperate documents for betterment charges, but you dont recieve a betterment charges paid certificate for BDA layouts. Even i had this doubt when i went up for sanction and the officials confirmed it. now just to be sure approach you r developer n check first before goin to the BBMP office because they misplace a lot of records and sometimes can mislead you into paying charges you dint actually hav to pay.

I heard that for sites more than 2400sqft online submission is mandatory, is that true?

yes you have to use online submission - it is called suvarna parvanige. supposedly they are faster in approving plans when applied online (I can't say whether it is true or not).

I am about to start the process of getting things rolling (Couple of months ), Can we not do this without any bribe. Say if one sticks to within the brackets of legality. Is it not possible to do?

When I got my Katha done without any bribe (felt so victorious)!!

it is always possible. Just make sure you have the time and the stamina to stand the delays etc. due to lack of income for the babus.

Anyone in this forum aware of well-known online submitter? or anyone used online submission facility? I need to submit my plan, but still looking for a genuine bbmp approved architect. I can get it done via bribe, but trying as much to reduce the bribe, since my plan is as per bye-laws.

What is the per SMT license fee? I heard it is 400/- per SMT for residential, is it true? Also is the CESS for the land area and not the construction area?

The above questions were assuming the plan approval is done by BBMP. My developer told the layout is still with BDA and only BDA has to approve the plan (HSR layout office).

I would like to thank our forum member Aparna.p for giving me genuine information via PM about the BBMP process.

My developer has agreed to do the plan approval for me(against payment) since I am going to be the first(possibly) to construct.

Before I got to know that the layout is still not handed over to BBMP, I went to one of the agents for the approval, assuming it is to be done by BBMP, based on the previous post by lasrador. The agent initially quoted 80k official fees and 1.5L bribe. This was a total shocker, I almost decided that I will cancel the purchase of the land. Then the agent after calling some people said he can do it for 60k bribe and 80k official fees, still not convinced with the official amount, so posted my question of 400 per SMT charge license fee. It would be great if someone can answer for benefit of others.

I told my developer about this and also parallely Aparna.p helped me understand the process. Then my developer offered to do it for me and informed me that BBMP cannot approve and only BDA has to approve. This asserts the point Jackal has made about site that are not yet handed over to BBMP.

My site is 40x70 and built-up is 18 squares.
