Can BDA plan for road through a layout that it only had approved?

Can BDA plan for new road cutting through a layout which it had approved?
I had booked a site in a layout approved by BDA this year. The builder had designed the layout as per CDP 2015 and had even given buffer space for proposed road as per 2015 CDP.
BDA has also sanctioned the work order for the layout. Yesterday there was this new CDP 2031 published and as per that a new road is cutting through the layout survey number around the site i had booked.
Can this be done? Can BDA plan for road through a layout that it only had approved?
Any feedback and suggestions would appreciated.

Yes. BDA has done it many times. After the layout formation also, it has done in many areas. Govt rule justifies it, if it is an essential if it is in the interest of public usage and as the city grows. Ex. in Nagarabhavi, BDA Constructed a new Inner Ring Road connecting Magadi Road and Mysore Road Nayandahalli Junction to give direct connection to the Banashankari Ring Road. This was done after almost 10 years of Nagarabhavi Layout formation. Same way, they did even in Arkavathy layout also after the first list of around 9000 site allotment was released by cancelling more than 500 sites.
