Plastering for the staircase

I have a chain-link internal staircase. While doing the
internal plastering this staircase has been left half-finished.
Only the underside has been plastered while the sides are
left as it is. Also there is no rough plastering on the riser
or the treads. When I asked the mason he says the staircase
will be fully done only at the time of tiles or granite laying.

Is this normal ?

I keep visiting under construction houses and seen the same, Staircases are left as it is after RCC work granite laying work +areas where granite covers will not be plastered
