Cellar/Basement Construction on 60*40

Hi,

I needed some clarification on whether a Cellar is possible on a 60*40 site?

I approached the BBMP officials and they say that it is possible only for sites above 4000 sqft.

However, I see so many constructions happening with basement even in 30*40.

I am not sure If i have the right information.

I think you cannot go completely underground. you have to have the basement partially above ground. I am not certain though.

Also, I was told, if you make that a parking area, then it is is allowed and not even counted as part of the total area for FAR calculations.
