Help Needed for Site in South Bangalore (Anajanpura etc)

I am planning to buy a residential site in South Bangalore and should be livable in few years. But my budget is around 20-25 lacs.
I met few RE agents, they say in this range I can get in Anjanapura 6th Block BDA layout , quoted rate is 1800 rs/sqft. This is close to under construction purva apartment But the area is not developed, I found layout was developed some 5 years before still there are no developments.
I saw another site in JP Nagar 9th Phase, but it’s a private property not BDA site near to Avalahalli Lake quoting somewhat 1700 rs/ sqft . I am just worrying that buying this site may not cause for any trouble later as it private.
I need your extreme advice for following
1) Please suggest whether Anajanapura in this rate is a good area to invest, and whether it will be livable in another 3-4 years. Whether rate is high or ok..
2) Also please suggest whether I can go for JP nagar 9th Phase, in risk, as area seems to be developed compared to Anajanapura.
3) With my budget, is there any good area other than this in South Bangalore.
