If you are approaching bescom make sure you build the case by documentation not by word of mouth.
In govt only documents work. Talking to AE over phone and he confirms will visit has no value.
You should submit a letter in the regional BESCOM office first and you should collect acknowledgement for the same and every time you ask AE for visit it should be submitted in letter format for which he has to respond.
It all takes time but works. Shifiting pole is contractors work alloted by BSECOM in a work order format , you need to coordinate with them once they receive work order from AE .
Technically it should be done with basic cost as its bescom mistake to place a pole in the middle of a site, if sites are marked first and poles are fixed later.
