how to complain to BBMP on neighbour violating rules

I had undergone a similar situation while constructing few months ago. This is a common problem for everyone who is constructing. After consulting the legal people and many others, finally we sat with our neighbour and sorted out things. He was unfriendly during these discussions. But since he had already constructed and for my construction had just started, i had to step down a bit and make these discussions go smoothly. The government policies and legal system will not be in your favour in bad situations. Everything comes at a cost. So I will suggest you to sort out things by mutual talks and have a peacefull construction.

my neighbor has constructed Ground parking +4 floors in his 30x50 1500 sft site. road with 30 feet bda layout.

is this plan legitimate? what is the allowed plan?
