Do a site in a fresh layout will have the Encumbrance Cert?

Hi
I have on doubt here. I am planning to buy a plot in a layout.
Is it true that I need to ask Encumbrance Cert for my site as well. up to date EC for the complete site has been provided by the builder.
Kindly help in this regard.

Yes. It should have. Once the land is bifurcated to the plots, each plot should have its own EC and Khata.

Hi,
Yes. EC means 13 years of history for the site or survey no. It is transaction history of site( who holds this land and how many years, when it sold ..etc).
Get it and keep it with you for your records. Even bank's will ask if you apply for loans.

Dear Rajan

If you apply for encumbrance certificate for the sites which are encumbered,the Sub registrar office will issue Nil Encumbrance certificate in form 20 or 21. Even while taking loans from banks, banks also insists for EC . Under that circumstances for fresh sites which is not encumbered so far if you place Nil Encumbrance certificate ,they will agree for that.
For any site if you apply for EC for certain period. The sub registrar office will issue Encumbrance certificate in Form No 15 if there is any sale.If there is no any sale transaction they will issue Nil Encumbrance certificate.
