You can check with him if the layout was DC Converted or not.

As per my knowledge, you can apply & obtain the BBMP Original Khata if the layout is DC Converted. With this, you can get the loan as well and you can also start the construction.

I had been to aasthi online actual site today.
What he has on the website is true -> he is building the layout as per BDA plan - but you cannot construct anything on the plot for 4-5 years atleast. It is in the midst of a village, mud approach road etc

He is now selling the same layout site for Rs 1250 vs. Rs 1350 - so in last 1 year the rates have gone down.

The area is totally undeveloped outside. I think Rs 600 would be an ideal price.

the site was inside a farm of greenery - there was a mud approach road, cows and all - it is like a site in a village - this aasthi developers

If u buy any BBMP/BDA/BMRDA ..... appproved layout then its not a gated layout, initially the buldier sells with a compond wall but in reality the roads and parks are registered in the approval authority's name and its a govt property thus after some time there is no gate at all and the roads r for all to use.
U can visit many existing approved layouts in and around Bangalore.
