Flooring first of course. Painting at last.

The probability of your floor getting damaged due to labor error and labor negligence (impact damage tool slip, spilling of wood stains, enamel, movement of ladders \stool ) reduces if you limit the foot fall over the laid floor with POP (plaster of paris) on top. You will not able to access the damage till the POP over floor is removed.
some of the preparation activities related to painting and electrical work can be managed before flooring.
a) window \ window grill cleaning & primer \ sealer coats for wood and enamel and metal primer coats for grills.
b) External wall primer \ water proofing can start soon after plastering is cured.
c) Internal wall patti 2 or 3 coats for ceiling and walls. they will do 1 coat less for 4 or 5 feet of walls towards floor, so that any smudge while laying floor can be taken care.
d) False ceiling work if any can be carried out( Laying brackets).
e) Dressing \ Cleaning of the electrical points (removal of plastering remnants )
