Stilt flooring cost

I got a quote for construction from my contractor. Basic Quote is 1,55,000 per chadra\ 1550 per square feet. He considers only built area and includes compound, 6000 ltrs sump, 1 over head tank. I will post detail quote also for your feedback once I get a copy.
But he is quoting 80% of basic cost for stilt floor. Is this reasonable and general practice? He said it may be little negotiable but still I feel it would be too much. What are the costs he will incur for stilt floor? What might be the reason to charge so much? In the quote he includes only 3" thick cement top plastering for flooring of stilt floor. Could you please provide your inputs before I negotiate further on this.

My builder considered 65 % of basic cost for stilt floor car parking and other utility areas like balcony and he is putting in those areas tiles with a basic price of 50/sft.
