I feel you should scrap the plan totally and start fresh all over again ,as the plan is not up to the mark
lot of floor space is wasted ,you can certainly reduce the total sft and get all the functionalities with lower sft. i feel in parking floor you can not park three cars if you go by the present plan, think of parallel parking for two cars for easy maneuvering serial parking is not advisable for practical reasons.

If you can re-post you house plan then more people can give comments (You can edit your post and re-attach the plan). The estimate of 66-70 lacs for 4260 sqft looks very competitive, atleast on paper. On mybdasites, I saw one quotation of 76 lacs for 3700 sqft builtup (GF + Duplex (FF+SF) on 30x50sqft site) and it was dated June,2013. Of course, the quotation depends on the specification but still your contractor quote looks tempting . I think you also have to provision for woodwork, electrical fittings and interiors on top of this apart from other miscellaneous charges.
I think I downloaded your plan and my suggestion (I am a novice so dont know much but just giving a layman's opinion) is
1. GF : I think one of the bedrooms (11'10" x 8') is a bit small. The living (11'10"x17) can be decreased a bit and the bedroom can be increased i.e. it may be changed to living : 11"10"x15 and bedroom to 11"10"x10' or something like that.
2. FF : As per RMP 2015, the front setback should be 12% (=0.12x50 = 6ft) and rear steback 8% (=0.08*50 = 4ft). However, your front setback is 4'6". You can increase the front setback to 5' and thus reduce your built up area. Similarly, you can increase the rear setback to atleast 3ft and thus decrease the built-up area.
3. SF : I am not able to make out the front/rear setbacks for second floor from the plan. I think you can increase the rear setback to atleast 3ft and thus reduce the built-up area. Also, I feel balcony in side setback in second floor is not required. One balcony for the room is enough.
