I am planning to buy a plot in Bangalore where the cauvery water already exists and rate is less

I think you intent to avoid borewell cost. Kaveri connection would be available when there good enough houses in layout and such sites will have a premium. My best suggestion is to find layout which have borewell supply (Supplied and managed by society)

Also do not expect Availability of Loans from Nationalised Banks,
BDA Approval/BBMP A Khata, Betterment Charges already Paid,
wide roads, Parks, Very good connectivity.....etc.
Hope it definitely matches to your need.

My budget is around 30-40 Lakhs for 30 x 40 site. So it comes to around 3,000 to 3,500 per sq ft rate.
My intent is not to avoid the cost. But not to use the borewell water, but the corporation water.

Like the saying " If you throw Peanuts, you get only Monkeys", There is a price based on the facilities & demand-supply gap....etc.
If there is a budget constraint at our end, we must also be ready to compromise on certain aspects of the asset & its peripherals. Moreover other than certain parts of West & South Bangalore, No where BWSSB water supply is reliable & consistent through out the year. Bore well is always a standby option or Tanker Supply.

The rate of the property are so high even the 2 bhk flats cost more than 30 - 40 lakh and the cost of plots is always high .You need to increase your budget a bit .

Chandapura Surya City(KHB Phase I) Cauvery work is going on from last 1 month.I hope with in 1 year or less than a year cauvery water will be available.KHB Phase I rates are 2700-3100 per sqft.KHB is equal to any govt BDA layouts like Banshankari,Anjanapura etc in terms legal etc.Once cauvery water starts sure rates will go up.

If you do rain water harvesting, you don't need to rely on corporation water much. River water cannot be a viable source forever. It is simply not sustainable.
