RajaKaluve Buffer Zone Distance

Hi,
I am looking to buy a plot near Immadihalli (Survey No: 23) which is about 100 ft distance from the RajaKaluve that is passing near by.

Question:
What is the buffer zone distance from RajaKaluve?
If i check with Lawyer and if he says there won't be any encroachment on the buffer zone, is it safe to buy?
Will the government change the buzzer zone distance rule in future, which could impact?
When I looked into "http://www.rajakaluve.org/?village=19082" the status of encroachment is "unclear". Not sure what this means. Any thoughts?
