Does Panchayat have Authority to Approve Layouts

Hi,

I am looking to purchase plots in Residential layout (Pine Woods Avenue Layout) situated at GUNDUR Village, BIDARAHALLI Hobli, BANGALORE EAST Taluk, BANGALORE District.
This layout comes under Panchayat. So developers are claiming that they have layout approval from Panchayat and NOC from Hoskote Town Planning Authority.
* Is it mandatory to have layout approval from BMRDA?
* If the layout has Panchayat Approval ONLY, then what are the hurdles that i've to face in future if i purchase plots in that layout?

Details:
Layout: Pine Woods Avenue
Location: GUNDUR Village, BIDARAHALLI Hobli, BANGALORE EAST Taluk.
Area: 6 Acres 15 Guntas
Survey Nos: 91 and 93
DC Converted Property
Commercial to Residential Converted
This is NOT SC/ST Land.

As per law, bda, bmrda (mpa, npa, apa etc) and dtcp alone are the plan approving authorities.
panchayath can only collect tax and provide basic amenities.
just dc conversion does not complete the process, the layout plan approval is very much required.

This is very confusing. I'm hearing multiple versions.

Regarding Layout Approval Authority:
1. http://www.deccanherald.com/content/443 ... prove.html : This news article talks about Layout approval by Gram Panchayat. But it seems TALUK Panchayat has authority to approve layout ONLY for less than 1 acre of layout area.

Regarding Form 9, Form 11A and Form 11B:
