As far as I know, there are many such new layouts in and around Hosa road.
But the catch here is, the whole layout is 'A' khata. But not the individual sites. .
I am not sure how to explain it in detail. But I am pretty sure that, there is such a concept prevailing in real estate.
The developer will get 'A' khata for the whole layout as such from the authorities ; but once it is divided the individual sites no longer have the 'A' khata. it becomes a 'B' khata.
It is somewhat similar to UDS concept in apartment ; you cannot divde the UDS but as whole you can own it.
Similarly the whole layout is given 'A' khata not the individual sites.
I have got this information directly from one of the marketing agent from sannidhi layout while doing some detailed inquiry with him
