Narayanagar 2nd stage, 1st block clarification

Hi, I am looking for a 60x40 site in Narayanagar 2nd block, I need clarification on the following
A) In the earlier posts, I had seen the discussion on dump ground at Narayanagar 2nd block. Is it still the case, is it operational? & where is it being located?
B) What is the reasonable or a win/win price for a 60x40? The prices quoted are between Rs. 4500 to Rs. 5000. The difficulty I have is, I am not able to find direct owner deals and almost all of are agent deal. The price I am looking is about Rs.3900 to Rs. 4000. Can I get at this price? I feel, the agents are getting at this price & they are quoting between 4500 - 5000.

Any inputs in the regard shall help.

Dump has been stopped quite long time. I am not sure on current market price. But my suggestion is, don't go with agents who does resell. You can ask for commission based service. No need to be in hurry, as this is a buyers market.
